Wait/backoff policy presets for SingleRing hot loops.

These presets are intentionally minimal and deterministic:

MaxPerfSpin: spin-first strategy for isolated CPUs.
StdBackoff: cooperative backoff for non-HFT deployments.
Yield: cooperative yield-only waiting for shared-host runs.
